Characteristics of quality of life in the young population of the Ulyanovsk region in 2012 and 2019

The purpose of this work was to assess changes in quality of life of young population in the Ulyanovsk region by comparing data obtained with a 7-year time interval, from the point of view of evaluating the effectiveness of the implementation of the state policy of the Government of the Russian Federation in the field of scientific, technological and socio-economic development at the regional level. The study was conducted using the Russian version of the SF-36 questionnaire, which is generally accepted in international practice. In the main sample, the set of subjects was carried out in 2019. The sample included 100 respondents aged 18?69 years, including 74 % women and 26 % men. The average age of respondents is 30,1+13,9 years. 79 % of respondents are young residents. The control group was formed from a population sample of 2012, and made up a group of respondents comparable in size, gender and age in relation to the main sample. Comparative characteristics of the quality of life parameters on the main scales of the SF-36 questionnaire in the samples of 2012 and 2019 showed no statistically significant differences between the groups (p>0,05). However, according to the changes of scales in the primary group compared to the control is possible to assume the presence of the incipient slight positive trends (in terms of physical functioning, role physical functioning), and negative trends (in terms of vitality, mental health, role-emotional functioning). Thus, despite the fact that the 7-year time interval is not sufficient to assess the effectiveness of implementation of governmental social policy programs to improve quality of life of the population, the results show the importance of monitoring quality of life of the inhabitants of the region to determine the tendency in the development of national programs and/or timely implementation of changes and adjustments to them.
